The judiciary was first established in the District of South Salmara Mankachar at Hatsingimari in January, 2016 in the form of one Sub-Divisional Judicial Magistrate (M) Court and a Court of Munsiff-cum-Judicial Magistrate First Class.

Before the establishment of the Sub-Divisional Judicial Magistrate Court, the people of this District had to make arduous journey from Sukchar Ghat, Hatsingimari to Dhubri District Judicial Courts for adjudication of their legal disputes as the people had to leave early in the morning to catch the scheduled boat/ferry and they used to reach there in the noon and by that time court work had already started. The litigants of this area also faced more difficulty to return to their homes after hearing of their cases as last departure time of the boat/ferry from Dhubri is 2.00 pm. Boat journey took four hours to reach Dhubri from Sukchar Ghat, Hatsingimari and to return it took three hours by boat. Although after establishment of Court of Sub-Divisional Judicial Magistrate Court (M), the problems of litigants of South Salmara Mankachar district got minimised but due to absence of the Court of the District & Sessions Judge and Civil Judge (Sr. Division), litigants of the South Salmara Mankachar District continued to face hardship.
